Entering Firm: CBS Squared Inc.
Client: City of Bloomer

A City-wide Problem

In response to elevated lead levels in its water system, the City of Bloomer undertook an ambitious infrastructure overhaul, led by CBS². Engineers faced the daunting challenge of replacing lead-jointed water mains across 50 city blocks, a project compounded by issues like undersized mains, failing sewers and regulatory complexities. Lead poses a significant health issue to all users, especially vulnerable populations and it was thoroughly infecting the city’s water supply. CBS² played a critical role in every phase of this transformative initiative, ensuring compliance with stringent environmental standards and addressing pressing public health concerns.

A City-wide Solution

The engineering team demonstrated exceptional technical expertise by thoroughly reviewing historical plans, assessing the condition of water mains and designing effective solutions. To meet tight deadlines, the project was divided into two phases, enabling immediate action on critical areas.

Securing funding for a project of this scale was equally vital. CBS² achieved a groundbreaking financial milestone, helping the City obtain $22.5 million in low-interest loans and $5.2 million in grants from the U.S. Department of Agriculture. This record-breaking package reduced the City’s direct cost to just $500,000.

Awards judge Bridget Henk commented, “CBS2 should be commended for their approach to addressing the lead in the drinking water and improving the quality of life City of Bloomer residents. The team improved the water distribution system, roadways, and drainage on an accelerated timeframe during a global pandemic. Their approach and execution went above and beyond for the community and exemplifies engineering excellence.”

A City-wide Transformation

CBS²’s leadership and engineering acumen turned an immense public health challenge into a model of effective infrastructure management. By delivering a safe, lead-free water system, citizens have safe drinking water, safe streets and a head start on the future.
