STH 83 suffered from deteriorating pavement, severely impacting the over 4,000 users a day on this rural roadway. A huge array of repairs and upgrades were needed, from critical safety changes, culvert repairs, improved drainage through ditching and guardrail replacement.

Benesch applied innovative technology to approach the project’s issues. A camera-mounted remote-control rig inspected culverts in high-fill sections. This approach identified intact joints, allowing the team to avoid unnecessary replacements and save over $20,000. It also preserved local wildlife, a key goal of the project’s environmental stewardship. Instead of opting for full reconstruction, the team milled and replaced two inches of asphalt, effectively addressing pavement distress and enhancing fiscal responsibility.

Faced with a dormant cattle pass, hydrologic and hydraulic analyses were conducted to address flooding concerns and repurpose the structure. Sensitive wetlands and endangered species also impacted design considerations throughout the project. Close coordination with DNR minimized environmental impact, ensuring timely and efficient work.

The project was completed ahead of schedule and six percent under budget, demonstrating innovative problem-solving, cost savings and a commitment to sustainable infrastructure. The team’s approach exemplifies high-quality engineering and fiscal responsibility in infrastructure rehabilitation.
