A vacant surface parking lot in the heart of Milwaukee presented an opportunity to transform wasted space into a dynamic community hub. The City of Milwaukee envisioned a revitalization project that would honor its rich history, enhance connectivity and provide lasting value to residents and visitors. HNTB brought this vision to life with the Vel R. Phillips Plaza.
Spanning 30,000 square feet, the plaza integrates a station for Milwaukee County’s East-West Bus Rapid Transit line, a food and beverage pavilion and a grove of 30 trees. The pavilion features a green roof, contributing to stormwater management and energy savings. Permeable pavers and a soil cell system help nourish the trees while capturing rainwater.
Designed to accommodate future expansions of Milwaukee’s streetcar, the plaza offers flexibility for future developments. The space includes informational kiosks celebrating Phillips' impact as
one of the country's leading Black woman jurists, politicians and civil rights leaders and serves as a hub for community engagement. This revitalization project improved transit efficiency and accessibility, enhanced pedestrian services and created a functional space where there was none previously.
Completed ahead of the 2024 Republican National Convention, the plaza is now an active year-round gathering place for residents, workers, transit riders, and visitors. This project not only revitalizes Wisconsin Avenue but also honors Milwaukee's history and creates a vibrant, sustainable space for the community.
