Pleasant View Road between Madison and Middleton had become severely overtaxed by the number of users. As an alternative route for US 12/14 and a major corridor by itself, it serves a rapidly growing population of commuters. Its aging infrastructure and safety concerns demanded a solution, one that could accommodate future demand increases.

Strand Associates collaborated with multiple municipalities and additional stakeholders to meet all interests. The project expanded the road from a rural two-lane roadway to a four-lane divided urban corridor. This upgrade incorporated multi-modal accommodations, addressing critical gaps in bicycle and pedestrian infrastructure while increasing capacity and alleviating congestion. Roundabouts were introduced at three intersections, enhancing traffic flow and safety based on rigorous evaluations of operations, environmental impacts and sustainability.

Resiliency improvements were integral to the design. Stormwater enhancements managed over 890 acres of watershed, mitigating flood risks and meeting municipal stormwater goals. Additional features included a pedestrian bridge, active railroad crossings and 10 retaining walls.

Through collaborative planning and innovative design, the project transformed Pleasant View Road into a safe, resilient and multi-modal corridor that supports growing communities, satisfies stakeholders, and fosters regional connectivity.
